JOB DESCRIPTION

The Director is responsible for oversight of the Restore, Repair, Renew: Philadelphia Neighborhood Home Preservation Loan Program (RRR). RRR is a new innovative initiative developed by the Philadelphia Redevelopment Authority (PRA) to increase access to low-interest loans for low-, moderate-, and middle-income City residents who own a home in need of essential repairs. Due to their current financial standing, many Philadelphia homeowners are not able to get loans to make essential repairs that can remediate issues like poor weatherization, moisture control, fall hazards, and others, forcing them to live in homes with pathogens that may increase respiratory conditions such as asthma, lead poisoning, and other health problems. In addition, these homeowners may suffer from other significant issues such as lack of accessibility, poor or absent weatherization, and high energy bills due to inefficient equipment. The goals of the RRR are to:

  • improve the livability and safety of homes with deferred maintenance issues;
  • repair the city’s aging housing stock so that it contributes positively to the long-term growth of our communities; and
  • provide access to low-cost financing, financial counseling, educational materials, and technical assistance for potential borrowers.

The Director will be responsible for the implementation of RRR providing overall strategic direction, administration, contract management, reporting requirements, partner relationships, developing and maintaining a list of qualified contractors, and all other duties needed for RRR to be a success. The Director will supervise the Senior Navigator, Intake Coordinator, and Outreach Coordinator. In addition, this position is responsible for sustaining and growing RRR, to include: developing new methods and approaches to improving community health outcomes through housing and economic development, developing and retaining a talented workforce, cultivating and stewarding partnerships, and providing fiscal oversight of grants and contracts within the department.

RESPONSIBILITIES:

Leadership:

  • Responsible for overall operations of RRR to ensure on-time completion of deliverables.
  • Serves as primary point of contact for key internal and external partners.
  • Provides programmatic and fiscal oversight for RRR, including developing and monitoring program goals and objectives, as well as program budgets, and assisting PHMC Controller with fiscal reporting.
  • Ensures compliance with all relevant grant and contract requirements, including use of funds and performance.
  • Expands evidence-based healthy home repair and remediation programs with linkages to the research community.
  • Develops and stewards relationships with funders and partners to support sustainability and growth of RRR, develop new opportunities, and inform research, housing, and public health trends.
  • Monitors program outcomes and activities through data collection, and writes and submits program reports according to contract guidelines.
  • Represents the organization and speaks at conferences and with professional groups about healthy homes, PHMC program outcomes, and health equity.
  • Keeps abreast of public health trends, research, and promising practices related to health disparities, housing, and home loan financing, and translates complex concepts into actionable information for staff at all levels.
  • Integrates funding agency priorities and national trends into community-based initiatives to ensure sustainable relationships and programs.
  • Participates in selected external advisory and strategic planning groups.
  • Works across PHMC programs and subsidiaries to integrate programming and build partnerships.
  • Provides clear guidance and leadership to staff to support high program quality, clarity of vision, and team cohesion.
  • Holds regularly-scheduled team meetings for program quality assurance purposes and sharing of information.

Management:

  • Recruits, trains, coaches, and supervises staff using clear performance expectations and metrics.
  • Engages in and coordinates ongoing professional development to support continuous quality improvement and translation of research to practice.
  • Supervises and evaluates direct reports – including Outreach Coordinator, Intake Coordinator, Senior Navigator, and Administrative Staff, as appropriate.
  • Provides support to all direct reports in their supervision of outreach staff and Navigators.
  • Approves assigned staff vacation, personal, and sick time.
  • Other relevant duties as assigned.

Grant Writing:

  • Develops concepts, and writes and submits proposals to funders to sustain existing funding and grow organizational initiatives.
  • Participates in regularly scheduled leadership meetings to develop new concepts and proposals.

Community Engagement and Partnership Development:

  • Develops and expands new community housing and health programs locally and regionally.
  • Actively engages community organizations, leaders, and housing and public health advocates to establish and maintain strong partnerships and/or collaborations with around health equity issues.
  • Attends local and state-level meetings as representative of PHMC and RRR.

SKILLS:

Essential:

  • Expertise in one or more of the following is required: housing, housing policy, intersection of housing and health, and/or home remediation; home-related loan processes or lending; community economic development; or home energy efficiency standards.
  • At least three years demonstrated experience in initial planning, implementing, and evaluating housing, healthy homes, lending, and/or related programs and initiatives.
  • Knowledgeable of functions, operations, policies, regulations and experiences working with housing and/or community health programs at the federal, state, and local level.
  • At least three years’ experience in managing large-scale projects and multiple staff.
  • Demonstrated experience launching and/or scaling community health programs in housing, lending, etc.
  • Skillful in exercising leadership within a manner that will build teams and/or partnerships among staff, foster collaboration across departments, build partnerships, and advance RRR and PHMC organizational objectives in health equity.
  • Experience with data analysis and data-driven approaches to program planning and development.
  • Clear communicator with ability to translate complex ideas into actionable work plans, and with demonstrated experience drafting reports, presentations, abstracts, and proposals for a variety of audiences.
  • Strong ability to establish priorities, work independently, and meet competing deadlines with minimal supervision.
  • Knowledgeable in budget preparation and fiscal oversight of grants and contracts.

Preferred:  

  • Knowledge of community health and health disparities, and public health theories, principles and practices—and demonstrated ability to apply knowledge in practical setting.
  • Knowledgeable in qualitative and quantitative evaluation methodologies, data collection and reporting.
  • Ability to anticipate challenges, develop and implement proactive approaches to mitigating challenges, and problem-solve.
  • Ability to maintain positive working relationship with diverse people and various disciplines.
  • Familiar with and comfortable working in urban, rural and or suburban settings.

 EXPERIENCE:

  • At least three years’ experience in senior management for housing, community health or related field.
  • At least three years’ experience in supervising staff and fiscal/administrative oversight of housing, public health and/or community-based programs/initiatives.

EDUCATION REQUIREMENT:

  • Master’s Degree in public health, urban planning, economic development, education, public administration, or equivalent.
  • Must quickly acquire IRB certification and or acquire within 30 days.
