The Energy Coordinating Agency of Philadelphia (ECA) is a 34 year old non-profit organization that has primarily served the Philadelphia community with energy conservation, heating system repair and replacement and work force development training. On its horizon, ECA plans to expand beyond Philadelphia and substantially increase its green work force development, particularly in the renewable energy field.

ECA is hiring a highly skilled, experienced individual to manage its energy conservation department. This key position oversees the day-to-day operations of utility and publicly funded programs including: the Weatherization Assistance Program, Philadelphia Gas Works Programs, PECO Smart House Call, EnergyFIT Philly and other related programs. The Director supervises field and office staff responsible for intake, scheduling, auditing, installation, client education and inspection; plans and oversees staff training; recruits subcontractors and oversees selection and administration of subcontracts; and insures the quality and productivity of ECA’s conservation services work.

Develop strategic short and long term planning goals to expand and develop the Programs. Identify and recommend new programs and resources consistent with agency and department goals for program improvements, new services and enhances funding and support.

  • Control the allocation of financial and material resources through activities such as assignments of supervisory responsibility, expense control, performance goals and budgets.
  • Ensure contract compliance and timely completion of contract goals within the approved budget. Complete all relevant reports, contract modifications relating to operating programs.
  • Develop and gain approval for an annual income and expenditure budget for the Energy Conservation Department Programs.
  • Prepare regular reports on progress, budgets, and expenditures.
  • Monitor expenses and analyze budget reports and recommend changes as necessary.
  • Develop and maintain productive business linkages with internal and external partners.
  • Conversant with Microsoft Office suite and ideally SalesForce
  • Represent ECA at meetings, participate on work groups and study groups on a local, state, and national level
  • Coordinate and communicate with other Departments regarding programs and activities to enhance services to clients, promote agency efficiency and contributing to a positive work environment.

Qualifications:

Successful candidates will have very strong management and supervisory skills; extensive construction and/or energy conservation program management experience; at least four years of field experience; proven administrative ability; strong technical skills in building science, energy systems and diagnostics; BPI or HEP certification; good interpersonal and teaching skills and a Minimum of a B.A. degree, preferably in engineering, physics, or related field
