Pa. House Democratic Appropriations Committee seeks Budget Analyst for environmental and natural resource public policy.

The analyst will play a pivotal role in forming recommendations for budget/fiscal related matters, be integrally involved in the annual legislative budget process, and analyze the fiscal impact of proposed legislation on state and local governments.

The analyst must possess sound analytical skills; develop a comprehensive understanding of how fiscal policy affects the delivery of government programs and services; and effectively communicate complex topics to a variety of audiences, including the public and policy makers at all levels of government. Therefore, he/she must demonstrate strong verbal and writing skills.

Essential Duties & Responsibilities

Analyze agency budgets and proposed legislation with special attention to fiscal, programmatic and policy implications, including the preparation of cost/revenue estimates showing fiscal impacts to state and local governments; prepare comprehensive budget related analyses and briefings; form recommendations for budget-related matters, especially preparation of the annual commonwealth budget; and remain current on relevant issue areas, including an awareness of what other states are doing relative to Pennsylvania.

Minimum Qualifications

Graduate degree in Public Policy, Economics, Business or related field; analytical and quantitative skills; familiarity with Microsoft Office Suite, especially Word, Excel, and PowerPoint; willingness to use webinar technology; and excellent writing skills.

Salary is negotiable based upon experience, plus paid leave and benefits. Desired candidate is self-motivated, willing to work a demanding schedule and non-standard work hours, and able to maintain confidentiality

Supplemental Information

The full House Committee on Appropriations is composed of 37 members and each caucus separately elects a majority and minority chair. The analyst will report to the democratic chair, which is currently Representative Joseph Markosek (D) of Allegheny County.

The committee meets regularly while the House is in session to deal with fiscal-related matters and conducts budget hearings each spring to review and evaluate the Governor’s Executive Budget proposal. The committee also analyzes legislative proposals for fiscal implications prior to voting a bill out of committee. Without this fiscal analysis, the legislative process stalls, preventing bills from moving to the full House for final consideration.

The committee is responsible for examining revenue and expenditure assumptions in the state budget, setting funding priorities for the commonwealth, considering requests by House members to amend the budget and making recommendations for budgetary changes. It also examines federal policies with fiscal implications on funding for services and programs, unfunded mandates and impacts on state and local government budgets.

Budget analysts, as part of committee staff, play a pivotal role in forming recommendations for budget/fiscal related matters and are integrally involved in the annual budget process. Analysts have sound analytical skills and a comprehensive understanding of how fiscal policy affects the delivery of government programs and services. Analysts interact with public policy makers at all levels of government, demonstrating strong verbal and writing skills, and communicate effectively with the General Assembly, the public and the media.

Analysts tend to become experts in their assigned subject areas. Many staff have chosen to make service on the committee an important part of their careers, with some current staff beginning as early as 1987. Others have moved on to positions that include budget secretary, governor’s cabinet members, deputy secretaries, lobbyists and other senior executive positions.
